By Gary Fineout, The Miami Herald Nov. 15--TALLAHASSEE -- Gov. Jeb Bush and the Florida Cabinet voted 3-1 Tuesday to ban recreational fishing in a 46-square-nautical mile area of Dry Tortugas National Park for the next five years.
