By Raju Chebium and Ledyard King Democrat Washington Bureau -- A long-simmering debate over federal fishing quotas and their economic impact on Florida and other coastal states could reach a boiling point this year as Congress considers changes to a landmark marine conservation law.

Restrictions on snook, grouper fishing change in Florida
TALLAHASSEE Several species of grouper will be off-limits in state waters in the Gulf of Mexico , while snook fishing is set to reopen on Florida's Atlantic coast.
