A proposal by President Bush to create marine sanctuaries in the Gulf of Mexico has died after Republican senators opposed the plan, a sanctuary official said. The proposal has been put on hold. The sanctuaries would have protected nine coral banks and bottoms in a loop from Texas to Florida. Fishing and oil drilling would have been restricted.
